What does the regulation say?
Company heads and asbestos removal works managers are subject to several regulatory obligations imposed by the French Labour Code, covering:
- Worker information and training (SS3: certification, SS4: training with probationary certification)
- Organisation of worksites and drafting of removal plans (SS3) or approved operating procedures (SS4)
- Monitoring of worker exposure and compliance with the VLEP (Occupational Exposure Limit Value)
- Exchanges with institutional bodies (CARSAT, labour inspectorate, inspection bodies)
- Production and archiving of all regulatory documents
Sub-Section 4 concerns work on materials likely to release asbestos fibres without removal or encapsulation: upkeep, maintenance, repair, renovation. Many sectors are affected – renovation, maintenance and waste collection companies – without necessarily being SS3 asbestos removal contractors.
