Overview

The commercial public domain: a management and revenue challenge

Managing, authorising and regulating the occupation of the public domain — fairs and markets, café terraces, building sites, advertising signs — is a core responsibility of local authorities. It operates within a strict regulatory framework: only the public finance accountant (Comptable du Trésor Public) is authorised to handle funds, with the local authority issuing a revenue order (titre de recette) to order collection. For certain local activities (markets, car parks, municipal swimming pools, etc.), this principle has a practical exception in the form of the revenue collection office (régie de recettes), which allows an appointed cashier (régisseur) to collect payments directly on site.

Even so, many local authorities still manage these activities with office tools (Excel, Word, receipt books), which leads to re-entry errors, difficult cash control, limited traceability and, for collection offices handling more than €5,000, non-compliance with the regulatory requirement to dematerialise payments (Decree No. 2018-689).

A platform designed for real-world business use

GeoDP addresses this challenge with a modular suite — Placier, ODP (Terraces, Roads) and TLPE — built on a common SaaS foundation: shared data, mapping, interfacing and finance. Each module covers a continuous management chain in three stages: data collection at the input (portals, forms), management and checks in the field (mobile and tablet applications), and financial exports at the output to the Treasury and the authority’s accounting software.
