Overview

AREO, the reference software package for the management of local authority engineering structures

For municipalities, départements and metropolitan areas, managing engineering structures is an essential issue: it determines user safety, the resilience of the road network and the quality of everyday mobility. AREO supports local authorities by providing a global view of their assets, based on structured data and proven business processes, so they can manage engineering structures methodically and with peace of mind.

Managing engineering structures relies on precise knowledge of their condition, their history and the actions taken over time. It also requires strict consistency with French regulatory frameworks. AREO is a business software package dedicated to these requirements. The solution draws in particular on the Image de la Qualité des Ouvrages d’Art (IQOA) and Instruction Technique pour la Surveillance et l’Entretien des Ouvrages d’Art (ITSEOA) reference frameworks, established by Cerema, to support authorities in regulatory monitoring, decision traceability and the justification of trade-offs.

AREO comes from Netisys, a software publisher founded in 2003 and acquired by Sogelink in November 2024. With more than 20 years of expertise in managing essential infrastructure, AREO is today the leading software package for managing land-based engineering structures in France.

A robust, cross-platform technical architecture

  • Deployed on a secure intranet/extranet, with no workstation installation
  • Cross-platform: Windows, Linux, Mac
  • Compatible with PostgreSQL, Oracle, MySQL, SQL Server
  • Connected and offline access (AREO Web field module)

What you need to know about the regulation of engineering structures (extension — no direct equivalent in the DICT.fr template)

The management of engineering structures (bridges, viaducts, tunnels, retaining walls, footbridges…) is governed by a set of regulatory texts and technical guides that define the monitoring, inspection and maintenance obligations of managing authorities.

The IQOA and ITSEOA frameworks

  • IQOA (Image de la Qualité des Ouvrages d’Art) — Method for assessing the condition of engineering structures, developed by the Roads Directorate and Cerema. It rates structures from 1 (very good condition) to 3U (requiring urgent safety measures). AREO natively integrates IQOA rating into its inspection processes.
  • ITSEOA (Instruction Technique pour la Surveillance et l’Entretien des Ouvrages d’Art, 2010 revision) — Reference text that defines the types of inspection and their frequency: annual visit, periodic detailed inspection (every 3 to 6 years depending on the rating), reinforced monitoring, high surveillance. AREO structures its business processes according to the 4 booklets of the ITSEOA.

Obligations of managing authorities

  • Keeping an up-to-date inventory of engineering structures on their road network
  • Carrying out regular inspections (annual visits, periodic detailed inspections)
  • Keeping a history of IQOA ratings and interventions for each structure
  • Multi-year programming of maintenance and rehabilitation works
  • Justification of budget trade-offs based on objective data
  • Management of abnormal loads: decisions based on up-to-date load-bearing calculations

AREO handles all of these obligations in a structured, traceable framework, reducing the administrative burden and limiting the risk of non-compliance.

Features

For peace-of-mind management

  • Centralisation of structure data: centralisation of all structure data: inventory and location data, technical characteristics, documents, plans and photographs.
  • Integrated mapping: geolocated view of the entire asset portfolio.
  • Advanced querying and filters: to identify structures by type, location, condition, urgency.
  • Import of existing data: from other systems or Excel files.
  • Management of the different types of structures: bridges, viaducts, tunnels, retaining walls, cut-and-cover tunnels, footbridges…

  • Structuring of visits according to the ITSEOA: annual visit, periodic detailed inspection, reinforced monitoring, high surveillance.
  • Integrated IQOA rating: structured assessment of the structure’s condition using the official methodology.
  • Entry of visit results: with photos, observations and ratings per structural element.
  • AREO Web module: data entry in connected or offline mode directly in the field (smartphone or tablet), creation of new structures in the field.
  • Full history: of conditions and actions taken over time.
  • Frequency alerts: for upcoming or overdue inspections.

  • Dashboards and consolidated indicators: on the condition of the assets.
  • Querying and analysis capabilities: to identify priority structures.
  • Consolidated view of the network: to make trade-offs and programme investments objectively.
  • Comparison of intervention scenarios: and documentation of technical choices.
  • Export of data and reports: for communication to elected officials, partners and third-party departments.

  • Full history of decisions: of all decisions, interventions and associated costs per structure.
  • Total traceability: every action is dated, timestamped and linked to a user.
  • Documentation of external interventions: carried out by outside contractors.
  • Justification of budget trade-offs: based on reliable, traceable data.
Benefits

Why choose AREO?

  • 50 % of French départements are customers of AREO or Netisys
  • 20+ years of expertise Netisys founded in 2003
  • Safety of structures and users

Structured monitoring of the condition of structures to prevent risks and prioritise actions. AREO gives asset managers a consolidated, up-to-date view of their network of engineering structures, with automatic identification of the most degraded structures or those closest to a regulatory inspection.

  • Regulatory compliance and traceability

Processes aligned with the IQOA and ITSEOA frameworks, and a full data history. AREO makes it possible to justify every decision, whether a budget trade-off, a works priority or an authorisation for an abnormal load, based on reliable, traceable data.

  • Strategic management and budget control

A consolidated view of the assets for making trade-offs and programming investments. The multi-year programming and budget analysis modules turn scattered knowledge into a strategic decision-making tool.
