In brief

Everything you need to comply with the WIBON

Do you manage cables or pipelines? Then you need to comply with the WIBON. As a network operator, you are responsible for supplying and maintaining up-to-date network information and for archiving information relating to excavation notifications. This calls for specialist knowledge, technical set-up and ongoing management.

With GO Wibon, you don’t have to manage the technical side of these obligations yourself. We validate, convert and upload your data to the Kadaster, handle the message traffic and take care of archiving. You meet your obligations as a network operator without having to manage the technical connection and message exchange yourself.

GO Wibon is suited to any organisation that manages cables and pipelines, even if only temporarily. That includes network operators, contractors, municipalities, water boards and other organisations with their own underground infrastructure. The solution supports the technical process from submitting network information through to processing and storing information on excavation work.

Features

Technical support for your WIBON obligations

Submit your data in the format you already use, such as CAD or GIS. We’ll take it from there.

Every file is converted to IMKL, validated and securely sent to the Kadaster.

New messages from the Kadaster are retrieved and archived continuously. The minimum five-year retention requirement is taken care of.

Choose, by area or street, when you receive an email. In emergencies and for Precautionary Measure Requirements (EV), you can also receive an SMS.

Notifications from excavators arrive in the viewer with photos. You process them within the statutory deadline, after which the Kadaster automatically receives a confirmation.

See on the map what is happening around your cables and pipelines, including on your tablet or smartphone. All processed notifications are in one place.

Use excavation notifications as a Web Map Service (WMS) and Web Feature Service (WFS) in your own GIS application.

Frequently asked questions

What network operators want to know about GO Wibon

  • Do I still need to arrange anything myself to comply with the WIBON?

Yes. Your organisation remains the formal network operator in relation to the Kadaster, so you need eHerkenning level 3 to access Mijn Kadaster. GO Wibon then handles the technical processing, data exchange and archiving required to comply with the WIBON.

  • I only manage cables or pipelines temporarily. Does the WIBON apply to me too?

Yes. Temporary network operators are also subject to the WIBON obligations. This applies, for example, to contractors who install or manage cables or pipelines during a project.

  • When am I considered a network operator under the WIBON?

Do you manage cables or pipelines in a professional capacity, even if only temporarily? Then you fall under the WIBON definition of a network operator. In that case, you must make network information available and meet the associated obligations. GO Wibon supports the technical set-up, data exchange and archiving that come with this.

  • Do I need to know IMKL myself?

No. GO Wibon takes care of validating and converting your data to IMKL, so you don’t need any in-house specialist knowledge of IMKL or conversions.
