At the heart of information exchanges between the project owner and the network operators, the works contractor (even if in the capacity of sub-contractor or co-contractor), benefits from a regulatory framework (DT-DICT) enabling them to better prepare their worksites.
They are required to forward their DICTs to the network operators and analyse all receipts (plans, instructions, etc.) and to make any necessary follow-ups to network operators. Retaining all DICTs, receipts, plans, safety instructions, etc. on site facilitates the smooth transmission of information to the works teams. For any anomaly observed during the work or its preparation (lack of reply from a key operator, structural damage, etc.) the company must defer the works and notify the project manager in order to decide with the latter the conditions required for resumption of the works.

The Declaration of Urgent Works (Avis de Travaux Urgents – ATU) is completed in connection with unforeseeable works carried out under urgent circumstances justified by reasons of safety, continuity of public service, or safeguarding of people and property, or in cases of force majeure as set out in Article R554-32 of the Environmental Code.
The ATU provides exemption from the need for DT and DICT completion, but requires the works sponsor to consult the one-stop shop to send Cerfa form no. 14523*03 to the key network operators. This can be sent before or after the works, regardless of the nature of the urgency (immediate or moderate).
